The objective of this assignment is to monitor and evaluate the practical effects of the strategy and in particular of the implementation of the pilot project on exchanges of advance customs information which is a part of this strategy.

Detailed description of project

The aim of the project is to improve energy characteristics of the building of Sestokai Secondary School of Lazdijai district municipality, to warrant economical and effective consumption of energy for heating of this building and illumination of the rooms.

In order to improve energy characteristics of external boxes of the building, external walls and roof of the building were heated, also during the renovation facing of the roof, span of the ground floor over the ground, windows and external doors were changed, heating and illumination systems were modernized, ventilation system with thermal return in a sports hall and the rooms by the sports hall was installed.

Investment project drafted. Local and object estimates for justification of investment needs for reconstruction of Sestokai Secondary School of Lazdijai district municipality prepared.

Detailed description of project

The following energy works were performed in Plateliai gymnasium: ventilation, heating and electricity installation systems were changed or newly installed, new outdoor doors were built, in some places also the windows, the facade and socle of the school building were heated, the roof and rain water channel system were reconstructed and heated.

The following non-energy works were performed inside the building: toilets were renovated, inner door were replaced by new ones, hoist, channel engineering nets, off-going and wider stair site were installed, catcalls for students’ clothes were set, a lift for disabled was installed as well as a new fire-alarm device, lightening security, security alarm. After freeze goes off, outdoor thermal nets and drainage system will be reconstructed, closed yard will be installed and all gymnasium environments will be arranged.

Improvement of the facility of non-stationary social services of Plunge district in a district by establishing a subdivision of Plunge social service centre, i.e. Daily centre of social care the function of which would be to provide qualitative special social services that would help the elderly people, adult disabled and their family members to integrate socially and return to labour market.

In order to encourage social integration of the vulnerable groups, the daily care centre of special non-stationary social services which will provide the services of daily care or short-term care established. Plunge special school transferred unexploited premises to Plunge social service centre and one of the activities of the project is reconstruction of the premises and their adjustment to implementation of the activity of daily care centre.

Detailed description of project

Permanent adult teaching is one of the most important assumptions for creation of knowledge society. The number of studying adults in Lithuania remains one of the lowest in the context of EU countries. Besides other factors, the number of studying adults is determined by little accessibility of education and studying facility that does not conform modern requirements. Since 1990 there have not been realized any programmes of facility development for adult education in a national level.

Insufficient attention to adult educations limits the opportunities of the people of the country to participate in educational process by equal rights. While solving this problem, there was approved the Programme for renovation of educational centres of teachers and adults and providing modern educational means by the order of the minister of education of Republic of Lithuania No. ISAK-1580, dated 27 July, 2007 (State gazette, 2007, No. 86-3452).

The project “Modernization of adult educational institutions” is one of the means for the implementation of the programme mentioned above.

The aim of the project is to modernize the facility of adult educational institutions. It is planned to modernize 19 adult education institutions in 8 counties of Lithuania. This will create favorable environment for reduction of differences of adult studying conditions between the regions within the Lithuania.

Detailed description of project

The place of the project implementation is Plunge town. In order to create a favorable conditions - quality and variety of leisure services, to promote and increase the employment and income rate, improve the quality of life quality, it is necessary to motivate diversification of village people’s activity and development of service sector in Plateliai town. During the project realization it is planned to modernize the building of cultural house in Plateliai town by laying an approach road to it, renovating a car park, footpath and mounting benches and dustbins at the building of cultural house. After modernization the building of cultural house and its adjustment to the needs of community, cultural activities and events to town community will be organized there. It is expected that after realization of the project there will be improved conditions for community employment, faster diversification of village people’s activity will proceed, will be improved communal facility, local people will be capacitated to expand and create their activities. After arranging the environment, footpath and rebuilding the fence at the pond, carpark, sprouts and laying an approach road to the building of cultural house, it is expected to improve the general aesthetic view of the town, to increase people’s life quality, to create more attractive investment environment, and to reduce the difference of living environment and quality between town and village.

The territory of project realization is Varkaliai village, Nausodis ward, Plunge district. The major problems of Varkaliai village are the following: the lack of provided services of people’s public relaxation, free time and culture stimulates young people’s migration to towns, which determines aging of the place, i.e. reduction of the number of people of working age. In order to create conditions to people’s free time quality and variety, to promote the raise of employment and income and the improvement of life quality, it is necessary to motivate diversification of village people’s activity and development of service sector in Varkaliai town. The lack of communal facility and unattractive living environment makes the village unattractive to people, emigration increases, assumtions for increase communal and people’s activity, stimulation of enterprise and creation of working places are not created. In order to make assumptions for improvement of faster diversification of economical activity and living quality in Varkaliai village, during the project realization it is planned to fit up a communal facility at the building of Nausodis basic school, i.e. a sport yard intended to implementation of activities of relaxation, free time and sport of community. Also, it is planned to arrange living environment of the town at the sport yard being fitted by laying the foot-bicycle path and an approach road, mounting a car park and a relaxation zone with benches. By arranging public space and improving communal facility integratedly, cohesion between the territories of village and town will be increased. These works of arrangement of communal facility and public spaces will create the conditions for the quality and variety of people’s free time as well as implementation of sport and cultural events. Development of living environment will make assumptions for local initiatives, diversification of people’s economical activity, creation of working places and reduction of immigration.

Detailed description of project

The aim of the project is to unite and focus the authors developing audio-visual arts and related trades, to provide friendly conditions for them to create and produce audio-visual production, to enhance technical and creative qualifications of the authors of audio-visual arts. During the project the premises will be equipped with modern technologies for implementation of activity of the incubator of audio-visual art industry (1981,36 sq. m.), studio for spatial film sound convergence, studio for recording dialogues and voice, studio for recording synchronic noises, hall for try-outs, station for sound montage, station for simple image montage, station for 2K image montage. Also, mobile equipment will be purchased, i.e. high resolution video cameras, Furthermore, there will be made the conditions for the residents of Incubator of audio-visual art industry (hereinafter is referred to as IAAI) and the students of LAMT and VAA to use high quality and broad possibilities audio-visual technology, image and sound studios, and try-out halls. IAAI technical possibilities will stimulate the development of audio-visual industries in Lithuania. The residents will be able to use all specialized IAAI premises and mobile filming and sound equipment on preference conditions and prerogative right. Up to 40 percent of usage time of all premises and equipment will be intended for students.

Detailed description of project

Low technological level of Lithuanian companies and the lack of experts of high qualification and qualitative programmes for qualification development determine the level of labour force efficiency less by some times than in other countries of the European Union. In 2007 it made 28,9% of the European Union level (according to the data of Innovation centre of Lithuania).

The aim of the project is to increase the competence of the companies UAB “Lazdijai housing economy” and UAB “Auksinis Varniukas” by improving professional competences of managers, experts and employees and aiming to ensure:

1)the improvement of employees’ skills in client service and effective acceptance of solutions;

2)increase the company ability to adapt to client service of a changing Lithuanian market expeditiously;

3)fluent introduction of a new personnel system by creating new forms of work organization.

The project joins the ranks of ZPVP, 1st priority and realization of goals and objectives of the 1st clue directly.

By realization of the project it is aimed to provide the company and the market of the sector with important innovations and solutions of non-standard problems:

•Teaching means are supported by new methods that are targeted at teaching of the employee’s professional knowledge, skills and attitudes through practical experience studying. It is aimed to introduce new modern personnel management system with the help of project activities.

One of suggested means of long-term strategy of country economics development till 2015 is to increase the added value created by employees by setting in new more modern technologies, improving training of employees’ skills and ensuring growth of employees’ work productivity.

The employees developed their professional competences in accordance with the following teaching programmes: “Development of IT literacy”, Professional technical training for cleaners, electricians, welders, storemen”, “Effective decision acceptance”, “Effective service of clients according to created standards”, “Improvement of skills of sales and chain management”, “Bookkeeping, financial training”, “Accountance programme training”, “Modern systems of personnel management and their practice”, “Qualification allotment to internal teachers and creation of training programmes”.

Detailed description of project

The aim of the project is to increase the adaption of insurance broker companies to the market needs by enhancing employees’ professional and general competences. The qualification of the employees of insurance broker sector will be enhanced by arranging sectoral and professional trainings and personal efficiency classes as well.

During the project management personnel of insurance broker companies will train effective management and leadership, strategic planning and administration. The accountants will be provided the information about company finance management and control, preparation and evaluation of annual financial accountability and tax management. Company personnel specialists will improve professional skills in the areas of selection of employees and annual their assessment; administrators will be invited to participate in trainings “Professional administrator” and to get acquainted with effective management of company documents.

During the project the trainings will be organized considering the needs of insurance broker companies that belong to AIBCL. Each project partner, i.e. insurance broker company, will have an opportunity to participate in professional trainings requested by company employees. Insurance brokers will be able to choose specific insurance classes, i.e. principles of insurance business, risk evaluation and management, operating risk of insurance company and its management, insurance law, international insurance, peculiarities of damage administration, re-insurance, insurance project management, evaluation of activity efficiency, insurance compensating indirect damage, insurance of large engineering risks, cargo insurance, etc.

Insurance brokers will have an opportunity to improve sale technology and psychological aspects, to learn negotiation skills and suggestible communication with clients. During the trainings insurance brokers will be introduced to leadership qualities, means of employee motivation and their training.

Employees of insurance broker companies participating in trainings will improve their knowledge of IT literacy and foreign languages, skills of presentation and client service. Lectors will introduce them to effective client service, time management, team formation and training, activity motivation, emotional competence at work, basics of ethics and business culture and etiquette as well.

The major declarant of the project, Musical theatre of Klaipeda and its partners – Drama theatre of Klaipeda and Youth centre of Klaipeda, are the largest and most professional art collectives in the region of Western Lithuania. Culture is very important when developing an open society. International culture relations intensify and diversify cultural life of the country, increase popularity of the country, stimulate cultural activity of the society and tourism. Culture spread abroad makes opportunities for forming attractive image of Lithuania. However, at the time theatre institutions meet a lot of problems, i.e. theatre performances do not have expected number of visitors – audience, theatre is not sufficiently integrated into cultural life of the town and country, insufficient spread of theatre creative activity, operating personnel does not speak foreign languages while more and more foreigners are attending theatre. Theatre managers and employees use modern communication and other technology insufficiently, insufficient IT literacy, employees do not speak foreign languages, etc., theatre administration and managers lack experience to present the theatre duly in the country and abroad. Due to these reasons theatres cannot use their potential. In order to solve these problems, the underlying area is to raise the qualification of theatre employees, i.e. creative employees, administration and operating personnel. The point of the project is to implement integrated trainings of theatre employees, i.e. creative employees, administration and operating personnel, who would solve the problems mentioned above after gaining proper qualification.

Interim and final reports of the project were prepared. Interim and final payment applications were prepared.

Detailed description of project

Skills and qualifications of the public employees . Kaunas region municipalities are strongly lacking of knowledge in field of management and general skills, like - poor knowledge of foreign languages, low level of skills in using information technologies. Municipalities of Kaunas region intended 1,45% average from wages for trainings in 2008, the amount intended in 2009 is even less. It is not a sufficient amount which could warrant qualitative, systematic, continuous development of qualification. The aim or the project is to develop human resources of institutions in Kaunas region municipalities by increasing the qualification and the level of knowledge and skills of the employees. During the project it is intended to organize and implement the trainings of qualification development, IT literacy and languages for the politicians, state officers and those who work under employment contracts of Kaunas region municipalities. After the implementation of the project and raising the qualification of employees of Kaunas region municipalities, that perform the functions of both local government and public administration, management of human resources will be developed and administrative abilities in a state service will be strengthened. The project will promote making the conditions for providing more qualitative services to municipality citizenry and improving the image of state officers and other municipality employees. 722 persons will participate in the project, out of them 80 municipality politicians, 529 state officers and 113 of those who work under employment contracts. Implementation of the project in a regional extent will join the ranks of stimulation and cohesion of regional cooperation of municipalities.

• There were organized and implemented the trainings of qualification development, IT literacy and languages for the politicians, state officers and those who work under employment contracts of Kaunas region municipalities.

The aim of the project is to strengthen and develop abilities and skills of managers and experts in order to realize strategic goals in the productive participation in the EU process of making decisions and realize decisions taken. Skills development is important in achieving of the strategic goals of the institution, protection of consumer rights, reduction of administrative burden to natural persons and legal entities, implementation of quality management systems and personnel management. During the period of chairmanship of Lithuania in the EU, at that time state officers may be offered responsible positions, so it is particularly important to develop the skills of French and English language skills.

The objective group of the project consists of managers (directors of Service and 10 institutions subordinated by it, managers of 50 structural subdivisions, and managers of 37 district departments) and experts (state officers and employees). Special knowledge and abilities gained in the areas of strategic planning of activity, personnel management, supervision and control of zymotic diseases, effect of possible environmental pollution and noise of planned economic activity onto the health of society and its evaluation, communication with mass media, and financial accounting will warrant realization of strategic goals of the institutions, participation in the process of EU decision taking and realization, participation in international projects, programmes and systems, effective spread of information and information presentation to the society.

• Qualification of the employees of State fire protection rescue service and ability to adapt to the market changes in order to avoid joblessness was developed;

• Qualification and competence of the employees of State fire protection rescue service irrespective of the age of the employees and regional difference were improved.

Project achievements:

• During the project 1469 employees of State fire protection rescue service were instructed how to liquidate the after-effect of terrorist acts.

• Two seminars were organised during which questions on the raise of employees’ qualification and the results of project realization were discussed.

• there were prepared publications in periodicals of Lithuania and mass media During the project, where the goals, results and purpose were described.

The aim of the project was to stimulate the development of incoming and local cultural, cognitive and conference tourism in the region by performing restoration of Plunge estate homestead buildings and the park and adjusting the buildings to tourism needs.

Realization of the project waranted the continuity of Plunge estate homestead activity, made the conditions to save a part of cultural heritage objects that were extinct at the time, provided the opportunity for the development of broad assortment of tourism products, improved economical and social situation of the district. Multifunctional tourist attraction centre made during the project attracted local and foreign tourists, complex and variety of services made a positive influence on seasonality and improved the image of the district, strengthened competitive ability. Development of recreational facility helped to minimize negative impact onto natural resources; contributed to preservation of cultural heritage, improvement and diversification of free time and recreation of  local people.

Project tasks:

1. Technical documentation of the mansion, right officine, gatekeeper’s house and outdoor engineering network was fulfilled.

2. Engineering – topographical plan was prepared and special archeological researches were performed.

3. The gatekeeper’s house was renewed and adjusted to tourism needs, a tourism information centre was appointed in it.

4. Outdoor engineering networks were installed in the territory of Plunge M.Oginskis estate homestead.

5. The works of pond cleaning, formation and reinforcement of their bottom, reconstruction and reinforcement of 7 dams and mounting of rail were performed.

6. A paving made of concrete fixing, outdoor stone paving and stone paving of part of footpaths in Plunge M.Oginskis estate homestead was laid.

Intermediate and final payment applications were prepared. Intermediate and final reports were prepared. Documents proving project expenses and activities were collected and analyzed. Consultations on the questions about public procurement, preparation of technical work projects for the buildings of Plunge estate homestead, special engineering researches, archeological researches and project realization. Project application for receiving an extra grant was prepared. Project was corrected. The application for receiving the grant from EU structural funds was prepared.

The major aim of the project was to preserve an important object of historical and cultural heritage of Lithuania by adjusting it to tourism needs.

During the project the north east tower (called a keep or donjon) of Medininkai castle was reconstructed, there were equipped technical and administration rooms, exposition halls. Also, defensive walls with the gates and administration building were restored, outdoor and inside engineering networks were installed, and the territory of the lot will be arranged.

Performed arrangement works of cultural heritage created an authentic view of Medininkai castle and made assumptions to attract large tourist flows. Reconstructed buildings of Medininkai castle was adjusted to tourism needs, i.e. there will be equipped exposition rooms (historical fights of Lithuanians, formation of the state, history of soldiership, history of St. Kazimieras, silverware, etc.) and reconnaissance platform, and educational – exposition space were created. The castle to visitors is open all-year-round.

The major aim of the project is to reconstruct the castle remains in Trakai peninsula and Dominican monastery by creating a tourist attraction centre which provides a complex of tourism services. In order to achieve the aim of th project it is necessary to fulfil the following project goals:

• To restore an authentic view of castle towers (objects of cultural heritage) in Trakai peninsula by rebuilding extanct castle remains and arranging the environment, i.e. laying the paths, lawns, visiting routes and arranging the territory outside the defensive walls. During the project, South East, South West, North West and North East towers will be reconstructed, defensive walls, Dominican monastery and its towers and chapel will restored. Also, there will be arranged the yard in front of the castle, the territory of Sacrifice hill and the territory outside defensive walls. Authentic environment of the castle in Trakai peninsula will attract a large number of tourists from Lithuania and foreign countries.

• To expand the facility of tourism services of peninsula castle, i.e. to set up the expositions, conference hall, workshop and shop of live crafts, cafè, centre of knights and archers, guest rooms, relaxation centre.

• To attract private investment which will help to further develop tourism services in Peninsula castle. Reconstructed towers of Dominican monastery are intended to adjust for settlement, and the South West tower of the castle – for conference halls.

• To disseminate information about Trakai peninsula castle as modern centre of the Middle Ages culture and tourism attraction and about service provided in Trakai district, all over Lithuania and abroad in order to attract large tourist flows.

The major aim of the project is to stimulate incoming and local tourism by adjusting the buildings of Kretinga estate homesteads to the needs of public tourism and active relaxation.

During the project it is intended to fulfil the renovation works of the mansion of Kretinga counts Tiskeviciai, water mill and coach house by adjusting them to tourism needs, extra exposition (history of Kretinga region, numismatics, archeological mansion culture, ethnography and folk art), exhibition halls, and cultural – educational events.

After fulfilling intended works, opportunities provided by the estate homestead will be properly used, aesthetic view of Kretinga will improve, the object will be visited by more visitors, and receivable income of the museum will increase. The objective groups of the project are local and foreign tourists, town guests, museum employees. Their needs are related to the cognition of Kretinga estate homestead, visits of showpieces accumulated in the museum and exhibitions.

Works fulfilled:

• Three monumental buildings were renovated; there were equipped new museum expositions, i.e. of archeology, ethnography, town and estate history, old folk art, estate culture and others.

• New educational classrooms were equipped, where educational classes and events take place.

The project is intended for the prisoners in Lithuania, who will have to be in prison up to a year. This group includes a broader circle of objective groups, i.e. the people are of different sexes and age, drug addicts and the people who belong to national or sexual minorities.

The aim of the project is to create an innovative model of integration/ reintegration of convicts and those who came back from imprisonment institutions by adjusting positive experience of other countries, which will prepare the people to enter labour market, and to seek that these groups would become equally competitive labour force and would warrant a sterling life outside.

The goals of the project:

1. To create a training model for convicts, who serve their sentence, and those who came back from imprisonment institutions. This model would include education, development of social skills including parenthood and work skills, training of the people mentioned above and dissemination of information about labour market and its opportunities.

2. To prepare experts of various institutions (labour exchange, social workers of municipalities, representatives of association KRIS Vilnius) who will work with the persons of the objective group.

3. To try the model in Lukiskes inquiry probationary ward-prison by intending to adjust practically intellectual products created by DC “Crossroad: coalition for the strengthening of equal competitive opportunities in labour market”. To reveal weak and strong sides of the model by including the evaluation of the objective group itself and the partners of development community, which would enable the improvement of the model and maximalization of the efficiency.

4. To spread project experience in other regions by paying peculiar attention to counties where there are institutions for imprisonment. For realization of dissemination, there was created a poster promoting the activity of DC “Crossroad: coalition for the strengthening of equal competitive opportunities in labour market”, information publication, articles and reports in mass media.

Expert evaluation of the quality of the training programme of qualification development for persons who work with convicts and methodical material of qualification development for persons who work with convicts was performed. Expert evaluation of training programmes was performed and expert conclusions were presented. Expert evaluation of training methodical material was performed and expert conclusions were presented. Content analysis of leagal acts and standard documents, which regulate attitudes of convicts’ reintegration, was prepared. The aim of the project is to increase the competitive ability and productivity of the region by developing the services of cardiopulmonary resuscitation that conform EU standards at the border and thus improvising border security and cooperation on both sides of the border.

When implementing this project, there were reconstructed the departments of Reception-emergency and cardiopulmonary resuscitation and intense therapy in Lazdijai hospital.

A two-bed observation ward was equipped in the reception department. All equipment necessary for both departments was purchased, i.e. defibrillators, electrocardiographs, artificial lung ventilations, apparatus of anesthesia and X-ray, echoscopus, other equipment, new furniture.

Successful implementation of the project was secure:

• Performance of all project activities was coordinated in accordance with the plan of project implementation;

• Intermediate and final payment applications and project implementation reports were prepared;

• There was warranted the control of following the terms of grant contract;

• The work of project management bookkeeping was supervised and controlled;

• Methods and rules of bookkeeping necessary for project bookkeeping management were selected and adjusted;

• Correctness of project bookkeeping data was checked and financial reports were prepared and provided to proper institutions;

• During the project, 3 seminars took place: the seminar “Evaluation of existing facility and determination of its development opportunities” took place in Plateliai, the seminar “People’s participation in sport: methods and means” took place in Plunge, the seminar “Steady cooperation between Plunge and Bauska: brainstorm” took place in Bauska.

• Technical work project of Plunge sport complex construction and two technical work projects of development of Bauska facility improvement were prepared. They include the reconstruction projects of the gym “Memele” at Bauska 1st secondary school and gyms at central Bauska stadium.

• General strategy of physical education and sport and the plan of cooperation between Plunge and Bauska for the years 2010-2015 were prepared.

2. Renovation of the facility of border hospitals (reconstruction of reception department of Mazeikiai hospital, repair of reception department of Klaipeda county hospital Skuodas subsidiary);

3. Renovation of patients’ diagnostic and other necessary equipment (during the project 188 equipment items will be purchased);

4. Purchase of ambulances;

5. Teaching of Lithuanian and Latvian languages (total 105 hospital employees will be taught the language of neighbouring country);

6. Preparation of coordination and consultation e-model of general activity of four border hospitals

Determination of first urgent aid and exact diagnosis provide more opportunities to save patient’s life. The hospitals in the border zone must warrant security and appropriate services of necessity aid to everyone, i.e. population and region guests. In order this problem could be solved, i.e. at the time there a lack of medical facility or it is worn in Skuodas and Priekule, also in Mazeikiai and Saldus, it was decided to repair and equip departments of Urgent – necessity aid in these hospitals.

The means: to purchase modern equipment for urgent aid, renovate facility of premises and warrant transportation of patients.

In order to develop public services of health care in the border zone, in each hospital there will be held language courses. Doctors from Priekule and Saldus will attend the 40-hour courses of Lithuanian language as well as the specialists from Skuodas and Mazeikiai will attend the courses of Latvian language. This will improve communication and working conditions.

The other aim is to create common strategy and e-modul, which will be the first step in creation of data base of all patients in the hospitals of the border zone of Latvia and Lithuania and will warrant e-consultations. This modul will give an opportunity to solve problems, exchange information about the patients, free beds in hospitals by using new technologies and will warrant timely consultations with the specialists of proper area.

Technical documentation of the project was prepared by claiming to not repayable grant of the programme of cooperation through the border between Lithuania and Latvia of European territorial cooperation purpose. Project application in English was prepared.

Trainings to business consultants “Presentation of business information services” were organized;

Trainings “Business development under the conditions of market economics”, “Conflict solving and communication wit h”difficult” clients” and “Effective time planning and work organization” were organized;

Trainings to businessmen “Business development and successful management”, “Start of business” were organized;

United data base in the websites of Puńsk, Kalvarija and Lazdijai district was created;

Business information centres in Puńsk and Kalvarija municipality were set out; business development strategy of the border region of Lithuania and Poland was prepared; information publications “Business and its opportunities in the border region of Lithuania and Poland” and “Basics of enterprise” were published;

The major aim of the project is to increase the efficiency of joint services provided of fire protection and rescue of self-government level on the border of Lithuania and Poland.

The following tasks were performed during the project:

• New mechanisms and equipment of fire protection and rescue were purchased;

• Two summer camps for children were organized;

• Professional trainings for fire fighters rescuers and volunteers took place;

• Practical trainings for fire fighters rescuers were organized;

• Information seminars took place.

At the end of the project practical trainings took place. During the trainings at Lazdijai fire protection rescue service, the participants got acquainted with technical data and complement equipment of the vehicles designed for fire extinction. Tactical practice “Fire extinction in an educational institution” took place in Seirijai A. Zmuidzinavicius gymnasium.

Also, final project seminar “Final presentation of project products and cooperation plans for the future” took place. During the seminar all project activities were discussed (fire extinction, purchase of vehicles, meetings of partners, seminars, trainings, summer camps for children, implementation of project publicity means), project results were presented.

By implementing the project it is intended to prepare strategic development plan of new edit for Plunge district for the period 2010-2017. The plan is being prepared as the year 2010 is the last year of validation of strategic development plan 2010-2012 of Plunge district and most of planned actions have already been implemented or have lost their relevance because of varied circumstances. The aim of this project is to seek to increase territorial social cohesion by improving the planning of regional development. The project is intended to improve the management of Plunge municipality activity, to develop abilities of public administration on purpose to the most effective use of resources for harmonious development of the district. During the project implementation there will strengthened executive abilities in the areas of ensuring the preparation, discussion and observation of strategic planning documents of one of object groups, i.e. board members and administration of Plunge district municipality, employees of budget and Public enterprises of the municipality. The other object group, i.e. community of the district, will be involved into the process of preparation of long-term planning document through public discussions and will have the opportunity to express their opinion on present situation of the district and future development plans. During the project, situational analysis will be fulfilled, district vision, priorities of strategic development plan, goals, objectives, means will be reviewed and renewed if necessary and there will be formed a system of indicators, prepared the observation order of strategic development plan. In order to develop the network of health care and social services, attract investments and use the grants of EU and other funds for the development of health care and social services, the sector of health and social services will be analyzed more comprehensively, i.e. during the project there will be prepared studio of opportunities of this sector. Prepared plan of strategic development of Plunge district will be presented to community of the district during the final conference.
